The Executive
The
Chief Executive Officer and Vice Presidents direct the operation and administration of the WCB in accordance with
workers' compensation legislation and policy. Three Vice Presidents report directly to the CEO. They are responsible for our business divisions: Operations; Human Resources and Team Support; and Prevention, Finance and Information Technology.
- Chief Executive Officer (CEO)
The CEO is responsible for the following business units. These units report through the Executive Assistant to the CEO:
- Appeals Committee hears first-instance appeals from workers and employers.
- Corporate Policy coordinates the formulation of WCB policy and procedures.
- Executive Inquiry and Information Officer provides timely responses to the inquiries received from the Office of the Minister Responsible
for the Workers' Compensation Board and Members of the Legislature.
- Internal Audit helps to ensure the WCB's programs are meeting set objectives, in addition to protecting the WCB against abuse of the compensation system.
- Legal Services provides legal advice relating to all matters.
- Planning and Communications is responsible for corporate planning, in addition to communications support to internal staff and external stakeholders.
- Vice President, Operations
The Operations division consists of the Case Management, Medical Services and Health Care Services departments.
- Case Management Department. Within Case Management, the Claims Entitlement unit develops and adjudicates all new claims and administers the
shorter-term (four week) claims. The longer term and more complex claims are distributed among eight Case Management
teams. Four of those teams are based in the Regina office to serve the southern half of the province; the other four
teams are based in Saskatoon to serve the northern half. Each team consists of Case Managers, Vocational Rehabilitation
Specialists, Pay Specialists and support staff.
- Medical Services Department provides medical information, evaluation and support services to the Board, Case Management Teams and
Appeals Committee.
- Health Care Services Department facilitates access to secondary and tertiary health care
treatment facilities. The department develops and monitors treatment standards, establishes fee schedules with health care
providers, assists primary practitioners identify early diagnostic, specialist and surgical services, and provides
support to rehabilitation facilities.
- Vice President, Human Resources and Team Support
This division provides support for all employees of the WCB and works closely with the eight Case Management teams to
provide consistent service to injured workers, employers and caregivers. Human Resources coordinates recruitment as well
as training and development of WCB staff. Team Support provides technical training and coaching to the Case Management
Teams, as well as program and performance evaluation.
- Vice President, Prevention, Finance and Information Technology
This division consists of four departments: Revenue and Employer Accounts, Prevention, Finance
and Administration and Information Technology Services.
- Revenue and Employer Accounts Department classifies employers in accordance with their industries, sets assessment rates and collects premiums through an employer account and clearance system. It audits employer records to verify employer compliance with Act legislation.
- Prevention Department promotes injury prevention and safety education, and assists employers, workers and unions in developing return-to-work programs for their workplaces.
- Finance and Administration Department provides financial support services, manages accounts receivable and payable, and investments. It also administers annuity funds in trust.
- Information Technology Services Department ensures that the WCB's services are delivered to stakeholders with speed and efficiency.

Board Services
Board Services provide administrative support to the Board Members in the management of final level appeals, special projects and also administer the Medical Review Panel process. They review the files in detail, prepare them for Board Review, ensure all necessary information is available, arrange hearings, and prepare Board Decisions at the direction of the Board.
Fair Practices Office
Fair Practices Office acts like an ombudsman for fairness in WCB practices and procedures by receiving and investigating complaints from workers and employers. The Office reports to the Chairman by-passing everyone responsible for day-to-day operations.
Risk Management
The Board recognizes that it must understand the principle risks of all aspects of the business in which the organization is engaged. To effectively manage, the Board is committed to the
development of a Risk Management Program that will identify these risks and put systems in place which will effectively monitor and manage these risks with a view to the long term
viability of the organization. Assignment of responsibilities for management, implementation and reporting, integrate Risk Management into the governance framework.
Internal Audit and Program Evaluation
It is agreed that Internal Audit report to the Audit Committee and Program Evaluation report to the CEO. The distinction being that Internal Audit is focused on a review of internal
controls while Program Evaluation is more operational in the reviews it performs.
Recognizing the apparent links between the two, it is agreed that the Director of Program
Evaluation and Internal Audit report duly to the Audit Committee and CEO, depending on the issue. The Director will report administratively to the CEO, who will co-ordinate
information and work assignment through the Audit Committee. Performance evaluation of the Director will be conducted by the CEO as input to the Audit Committee.
Specifics of the reporting structure and protocols is to be established by the Audit Committee at its first meeting.
