Access to Information & Privacy Concerns

Collecting information about workers and employers is fundamental to the administration of The Workers’ Compensation Act, 2013 (the “Act”). The Workers’ Compensation Board (WCB) takes seriously the need to protect the confidentiality and security of this information. The WCB is guided by the Act in the collection, use, storage and disclosure of information and is committed to protecting the privacy and security of the personal and/or personal health information that it collects.

Should you have concerns about the collection or disclosure of your personal and/or personal health information these concerns can be addressed in many cases by discussing them with the WCB staff member who is administering your claim who can explain the purpose for the collection and disclosure. If you are not satisfied with the response that you receive you may contact the WCB Privacy Officer who will look further into your concerns. Access to information, which is held by the WCB and is of a general nature, may be obtained under the provisions of the The Freedom of Information and Protection of Privacy Act (FOIP), subject to any related exemptions under FOIP. Information contained in claim files is not accessible under FOIP, but may be accessed by the individual to whom it pertains under section 173 of The Workers’ Compensation Act, 2013.

The Saskatchewan WCB is administered by a three-member Board. Day-to-day operations are managed by the Executive, led by the Chief Executive Officer. The responsibilities of each division of the organization and the general classes or types of records are:

Board and Executive Offices
The Board office provides policy direction, adjudicates final appeals from claimants and employers and rules on rights of action. The Executive office directs the operations and administration in accordance with workers’ compensation legislation.

  • The Appeals Department hears first-instance appeals from workers and employers.
  • Internal Audit helps to ensure the WCB’s programs are meeting set objectives, in addition to protecting the WCB against abuse of the compensation system.
  • Corporate Policy coordinates the formulation of WCB policy and procedures.
  • Legal Services provides legal advice relating to all matters.
  • Process Improvement and Administration provides payments to health care providers, collection of past due accounts, purchasing of goods and services, processing of incoming information, and process improvement.

Operations Division
The Operations Division consists of the Case Management, Medical Services and Health Care Services Departments.

  • Case Management receives, investigates and adjudicates claims, administers payments, pensions and independence allowances. All incoming claims are adjudicated by Claims Entitlement Services, which also administers claims of less than four weeks’ duration. All other claims of more than four weeks duration are distributed among eight Case Management teams. Four of those teams are based in the Regina office to serve the southern half of the province; the other four teams are based in Saskatoon to serve the northern half.
  • Medical Services provides medical information, evaluation and support services to the Board, Case Management teams, Vocational Services and Appeals Department.
  • Health Care Services facilitates the Early Intervention Program and access to secondary and tertiary healthcare treatment facilities. Facilitators provide support to the treatment facilities for customers in the Early Intervention Program.

Human Resources and Communications Division
The Human Resources and Communications Division provides support for all employees of the WCB and works closely with the eight Case Management teams to provide consistent service to injured workers, employers and caregivers.

  • Human Resources coordinates recruitment as well as training and development of WCB staff.
  • Communications is responsible for communications support to internal staff and external stakeholders, media relations and event management.
  • Service Excellence is an internally focused department that works across the organization to establish service standards and expectations for all positions and to enhance our culture of service. Service Excellence also conducts independent claim file reviews to ensure quality outcomes and they provide technical training with respect to the claims management process.

Prevention and Employer Services

  • Prevention promotes injury prevention and safety education by helping employers, workers and unions develop health and safety management systems and return-to-work programs.
  • Employer Services registers employers by industry, completes payroll assessments, collects premiums, handles employer account inquires and audits employer records to ensure payroll is reported correctly.

Strategic Finance, Information Technology Services and Data Governance and Analysis

  • Strategic Finance provides stewardship of financial resources including investments to ensure adequate funds to meet our obligations and strategic objectives.
  • Information Technology Services provides business focused IT services and support to address current and upcoming opportunity and risks through reliable and suitable technology solutions.
  • Data Governance and Analysis consolidates data management and reporting processes to ensure relevant and reliable information is provided to internal and external stakeholders.
