Pipeline operators usually own the transmission line for crude oil or natural gas. Usually the transporting of oil or gas is from the gas plant or oil refinery to market. In other cases, it may be transported from a producing field to a refinery out of the province.

Oil pipeline operations include the purchase of oil from other producers, who may or may not, have their own transmission lines. The pipeline own can also act as the common carrier for a number of producers who want their product moved to market.

In the case of gas transmission, compressor stations may be used to maintain pressure on the line to ensure a constant flow in the line. In the case of oil, pumping stations perform the same service, by ensuring oil is pumped at a constant pressure.

Contract operators, referred to as gaugers, are hired directly by pipeline operators to maintain the lines. This activity is considered part of the overall industry. Gaugers are in fact supplying labour to a specific industry. They take readings, measuring the volume of the product entering the line from various producers. As well, samples are taken to determine the grade of the product. (The owner may also use their own gaugers). Gaugers also advise the operator of the line as to what repairs and maintenance must be done. However, this task is primarily undertaken by the pipeline operator.
