An employment service provides short-term, temporary or project-based staff to third party clients who require clerical or office related assistance to cover for increased workloads, holidays, illness, maternity leave, or special projects. This may also include IT services, engineers and business consultants in which no physical labour is being performed beyond an office setting. Placements can range from a few days to much longer intervals, perhaps beyond a year or more. The employment service conducts the interviewing, screening and hiring of qualified applicants. The staff supplied are retained on the payroll of the employment service and the client is billed to cover all costs, including an administration fee. The key is that the employment service hires and pays the individual, not the one who directs and controls them at the worksite. Employment services also refers to companies that provide job-seeking services such as, but not limited to, head-hunting, resume writing and interview skills.

A consultant is a professional who provides advice in an area of specialization however does not make decisions for the individual or group to which it consults. Someone who has influence over an individual, group, or organization, but who has no direct authority to implement changes. Consultants may provide contractor suggestions; however, do not provide payment to any contractors. Consultants perform their duties within an office setting and do not visit worksites or locations under construction. Consultants do not perform physical labour as part of their services.
