Regina, Sask., Nov. 24, 2025 – The Saskatchewan Workers’ Compensation Board (WCB) is pleased to announce that its CEO Phillip Germain has been sworn in as president of the board of directors of the International Association of Industrial Accident Boards and Commissions (IAIABC). IAIABC is a non-profit association of workers' compensation jurisdictional agencies from around the world, as well as private organizations involved in the delivery of workers' compensation benefits and services.
“I’m honoured to represent Saskatchewan at the international level,” said Germain. “This is about practical collaboration – working with colleagues from other jurisdictions to share experiences and develop solutions that prevent injuries to help people recover and return to work. The insights and relationships we build through the IAIABC will translate into better service and outcomes for employers and workers here at home.”
Since 1914, the IAIABC has helped jurisdictions improve and clarify workers’ compensation laws, identify best practices and develop standards while expanding education and information-sharing internationally. As volunteer president, Germain will chair the IAIABC’s board of 13 jurisdictional leaders. The board, as well as the head of the Associate Member Council, a NextGen representative and the IAIABC executive director, will set the vision, mission and strategic direction of the association for the one-year position.
“Collaborating together has been at the centre of our ability to solve complex safety issues in the workplace,” said Gord Dobrowolsky, chair of the Saskatchewan WCB. “Phillip’s leadership ensures we have a strong voice in contributing to emerging safety and prevention best practices and standards. That means insight into what’s coming next, opportunities to contribute Saskatchewan’s perspective and the ability to bring home innovations that make our system easier to navigate and more effective for everyone who depends on it, employers and workers alike.”
Germain brings three decades of experience in health, safety and workers’ compensation to the role. After moving to Saskatchewan in 1995, he held progressive leadership positions focused on prevention, employer services and policy before being appointed CEO of the Saskatchewan WCB in 2019. His volunteer service spans provincial and international organizations dedicated to safety, disability prevention and work-injury insurance. That background, grounded in collaboration with industry, labour and community partners, aligns with the IAIABC’s emphasis on peer-to-peer learning and practical, standards-based improvements that help jurisdictions deliver better outcomes.
“Across the IAIABC community, the most effective innovations come from listening to each other and building on what’s already working,” Germain said. “As president, I’m committed to advancing that spirit of co-operation so we can continue improving systems that millions of workers and employers rely on every day.”
