Canada Post, in certain situations or areas may contract out their entire delivery system, or use private carriers to assist in the deliveries. Because the workers must be bonded, and capable of handling sensitive material, the contractor must be able to provide qualified drivers.

Inter-urban delivery businesses are under contract to Canada Post to deliver letters, parcels and other products that are sent through the Government postal system.

The mail is picked up by the mail trucks from centralized depots and is transported by the inter- urban carrier to a drop off point in the urban area. The mail is then distributed by local postal carriers.

Urban carriers only deliver in one jurisdiction or one urban area and the major activity is transporting with city or town limits. Employers in this industry may deliver in several areas. A majority of their activity is transporting the mail between urban areas on major highways.

While inter-urban mail distributors may put forth the argument they should be classified the same as Canada Post, they cannot be considered to be in the same industry. This is on account of the fact Canada Post’s risks and activities are far more broad. The distributor has the specific risks of picking up and delivering the mail.
